GreenVestingでは、創業以来さまざまな形で支援をしてくださった地元の町に感謝の気持ちを込めて、太陽電池発電所を作ることにしました。ドイツのフランクフルトから北上すること３５kmに位置するUsingen（ウージンゲン）は人口２万人ほどの村です。ここにはかつて軍事基地だった丘の上に衛星用のアンテナが設置されていますが、日照条件が良く、警備体制も優れており、また農用地に適していないという点で太陽電池発電所にはぴったりです。

ここにGreenVestingは４メガワットの太陽電池発電所を作る計画を町に提出し、総工費９００万ユーロを調達する予定です。調達資金の一部は地元の銀行から融資を受けるため、地元町民もこのプロジェクトから投資リターンを享受できることになります。再生エネルギー産業に携わる企業としては、社会的責任のある投資開発ができることは喜ばしい限りですが、地元の町も２０年に渡る借地収入の恩恵を得られ、また、発電所投資にも直接参加できるメリットがあります。

現時点では、今年半ばには発電所の建設を竣工する予定です。また、資金調達活動も近く開始する予定です。定期的に進捗の様子を寄稿します。

It’s with a sense of pride that GreenVesting is working to improve the economy of the town of our personal and corporate birth.  The town leaders have been encouraging and helpful to us in many ways since we opened our doors for business.

Our latest project is to develop a photo voltaic plant on a parcel of land owned by the town.  The land is currently used as a ground station for satellite communication and was a former military base.  This type of site is ideal for a ground-based solar park as it is situated high on the hill (excellent light conditions) overlooking the town, possesses a good security infrastructure and is unsuitable for agricultural use given its past. 

GreenVesting is hoping to get permission from the town leaders to build a 4 mega watt photovoltaic installation on the land with a capital cost of Euro 9 Million. GreenVesting will source some of the capital for the project locally through the community savings bank allowing the citizens of the town to benefit from the renewable energy revolution on their door step.

This project is typical of the socially responsible development and investment that is possible with renewable energy.  The local community will benefit from rental income from the project for the next twenty years and the citizens will be able to participate in the investment directly.

Given the current time schedule, GreenVesting hopes to have the plant completed by mid -year and plans to begin marketing the investment both locally and internationally shortly.

この２週間のあいだにヨーロッパのソーラー市場に影響を及ぼす法令・法案がいくつか発表されています。フランスでは屋上設置型の太陽電池については、発電料金タリフを１キロワット当たり５５セントから４１セントに引き下げました。ドイツでも屋上設置型の太陽電池については四月から、地上設置型の太陽電池については六月から、発電料金タリフを引き下げる法案を発表しています。この法案はまだ採決されていませんが、法令化されるのは時間の問題といわれています。

一連の改定で悪影響を受けるソーラー関連会社がヨーロッパにはいくつもありますが、タリフの引き下げは、ソーラー・パネルが著しく値下がりした２００９年の状況を見れば予想はできたはずです。ソーラー・パネルが３０％も値下がりすれば、当然のことながら、タリフを高水準に維持しなくても太陽電池の導入は促進でき、言ってみればこのような値下がり現象を可能にした環境を作る事こそがタリフの法令の目的であったわけです。この傾向が続けば、タリフなくとも太陽電池発電が可能になるところまで技術革新が進むと期待されます。ドイツのソーラー業界連盟BSW http://en.solarwirtschaft.de/home/about-us.htmlは、タリフが不要となるのは従来の２０１５年の予想から２０１３年に前倒ししたほどです。

タリフの改定は既存の太陽電池発電には全く適用されず、これから新設されるもののみに適用されますので、既存の太陽電池は２０年保証されたタリフを教授することになります。

また、ヨーロッパ各国政府はソーラー業界を今後も支持し続ける意向であることは明白です。今回のタリフ引き下げは、技術革新によるコスト低下にあわせてタリフを適正基準に引き下げるもので、政府がきめ細かい対応をしていることを裏付ける行動と見ることができます。

従って、太陽電池発電に対する投資がもはや魅力的ではないという結論は誤っており、投資家は依然レバレッジなしで８〜１０％のリターンを期待できます。また、典型的なレバレッジ（資金の８０％を借り入れで賄うシナリオ）では１２〜１３％のリターンがタリフ引き下げ後も期待できます。

There have been a significant number of developments in the European solar market within the past two weeks.  France has reduced the price that it pays for electricity generated from photo voltaic (solar panel) equipment from 55 cents to 41 cents per kilo watt (KW) for roof top mounted installations, and Germany announced that it too will phase in similar tariff reductions beginning in April for roof top mounted installations and ground sites in June. The German proposals are just proposals currently but some version similar to these proposals appears likely to be enacted.

While these reductions have had a chilling effect on some companies operating in the European solar space much was already expected given the historic reduction in equipment prices in 2009.  Simply put, a fall of 30% in equipment prices means that tariffs need not be as generous to support solar installations. In many respects the tariffs have come close to achieving their goal of driving the development of photo voltaic technology to the point that tariffs in a short few years will not be required. The German Solar Industry Association BSW http://en.solarwirtschaft.de/home/about-us.html estimates have now dropped from 2015 to 2013.

It should be stated that all tariff reductions are for new developments and do not effect existing solar plants. Panels installed before continue to receive the original higher rates for the balance of the 20-year period.

What is clear is that European governments continue to support their solar industries and any tariff reductions were done to eliminate excess profits that were being made in 2009 as a result of the rapid decline in equipment prices.  Governments are attempting to finely balance tariff reductions while still maintaining vibrant solar industries.

These reductions in electricity tariffs do not mean that returns from investment in photo voltaic are no longer attractive.  Investors should still expect to earn 8 to 10% in an unleveraged situation and in a typical leveraged investment ( 80/20) returns of 12 to 13% are possible even after these tariff reductions come into play.
